As the U.S. dollar is getting weaker in the last two weeks, antimony trioxide producers revised their offers, and American market participants reported to Asian Metal that price in U.S. is edging up slightly.

A U.S. trader revealed that the current prevailing price of 99.5%min antimony trioxide is in the range of USD2.5-2.55/lb delivered to customer, and the price for the same material was around USD2.45/lb two weeks ago. According to him, demand is regular compared to the previous years. “Although automobile industry is weak in America, plastic is in strong demand, so the total demand remains stable,” remarked the source.

He pointed out that the U.S. dollar is depreciating in the world market against Chinese RMB and European EURO, so the Chinese suppliers do not want to bear the loss “They have revised the offers and selling at more expensive prices now,” said the trader who takes that with the fix market operation mode, American consumers are not very sensitive to the prices, so as long as the price is acceptable, the customers are placing orders with their distributors.

An executive from a antimony trioxide consumer disclosed to Asian Metal that the last batch of the material he bought was one month ago at USD2.41/lb delivered to the plant, and he was asking for an offer from his supplier earlier this week which was a few cents higher at close to USD2.5/lb delivered to plant. Somehow, the source claimed that he did expect the price to go up.

“I was told by my supplier that antimony trioxide is getting more expensive because RMB is more expensive,” said the executive who believes price is more likely to remain strong for the rest of the year. “There is no sign that the American economy will recover anytime in this year, which means the currency exchange rate will remain weak for U.S. dollar. We may be more competitive in the export market now, but we buy material at higher prices from overseas.”

[+/-] : Plastic additives supply shifts as prices ease

Supply of plastic additives for the next 12–18 months looks secure and pricing spikes are beginning to ease. But buyers may have to look to new regions for continued supply.

Fred Gastrock of Townsend Polymers Services and Information in Houston forecasts global sales to hit 27 billion lbs in 2009, but the regions of supply are changing. "Additive plants are moving toward the markets," according to Gastrock, who points out that developing countries first build polymer plants, then resin plants and finally additive plants. However, currently there is still a strong international trade in polymer additives.

Regions and countries where additives production is growing rapidly include China with a growth rate for additives production of 8–10% by volume annually. In much of the rest of Asia and in the Middle East the annual growth rate is in the "high single digits" according to Gastrock. Production in India, Russia and Turkey is growing rapidly from a small annual production base of 10 million tons, 5 million tons, and 3.3 million tons respectively.

Philadelphia-based Rohm and Haas provides an example of the globalization occurring in the additives industry. The firm is working with Turkish firm Polisan on several projects, including a partnership for the manufacture of emulsions for the paint market. Late last year, Rohm and Haas signed a letter of intent and announced that it is in the final planning discussions with Polisan to construct a plastics additives plant in Gebze, Turkey. The plant will produce acrylic impact modifier and processing aids. Planned capacity is 40,000 metric tons annually.

Meanwhile, in China, Rohm and Haas and China's Weihai Jinhong Polymer signed an agreement last January to form a new joint venture. Jinhong Rohm and Haas Chemicals Co. (JinHaas), intends to manufacture a complete range of quality plastics additives products and provide technical support to the building and construction and PVC packaging segments of the Chinese market according to Rohm and Haas.

While the U.S. is not building new plants, there are few shutdowns of existing plants. Rohm and Haas intends to meet slowly growing domestic market needs though its existing U.S. plants. In Europe, there have been some recent plant shutdowns. Chemtura is shutting down some antioxidant plants.

Demand for U.S. additives is growing 3–4% by volume annually. European sales growth is slightly less, at 2–3%. Japanese sales growth is less than Europe's. Asia sales are growing rapidly as new polymer plants come online. Plasticizers constitute 55% of the total additives market. The various market components and their relative size.

Rohm and Haas, Chemtura and Ciba produce a broad range of plastic additives. Other major producers include Arkema, Rohm and Haas, Albemarle and Baerlacher. Major plasticizer producers include ExxonMobil, BASF and Eastman Chemicals. Large independent compounders include PolyOne, A. Schulman, Clariant and RTP.

Gastrock forecasts overall U.S. additive sales will grow 3–4% annually through 2009. The additive types increasing faster than this average are growing from a smaller base. These include light stabilizers and nucleating agents (clarifying agents). Polypropylene additive use is growing slightly faster than the average. Additives used in wood—plastic composites are also growing more rapidly than average but from a small base.

The big feedstock price surge that took hold in 2004 through early 2006 and pushed additive prices up 20–50% has slowed considerably. Margins have improved and additives producers have been able to manage most of the raw materials price increases.

Antimony prices should increase to around $6,000/metric ton during the fourth quarter, and then remain elevated around that level to 2010, forecasts metals consultancy Roskill Information Services, citing a close long-term balance in supply and demand.

Importantly, recent policy reforms by China, the dominant global producer, will end decades of market instability caused by that country's tendency to dump or withdraw supply of such commodities as tungsten, tin and antimony—"which had all but destroyed mine output and development in competing countries."

Antimony prices should increase to around $6,000/metric ton during the fourth quarter, and then remain elevated around that level to 2010, forecasts metals consultancy Roskill Information Services, citing a close long-term balance in supply and demand.

Importantly, recent policy reforms by China, the dominant global producer, will end decades of market instability caused by that country's tendency to dump or withdraw supply of such commodities as tungsten, tin and antimony—"which had all but destroyed mine output and development in competing countries."

The Roskill Report, published in London, says the previous boom-or-bust market manipulation that "ravaged China's own mineral resources" has resulted this decade in widespread mine shutdowns and wide-ranging policy reforms aimed at resource conservation, orderly development, mine safety, environmental protection and value-added downstream processing, all controlled by quotas and licensing of mining, smelting and exporting. "As with everything the Chinese do in the antimony industry, the changes had worldwide effect," Roskill reports, noting that prices rose from a four-decade low of $1,000/metric ton (45¢/lb) in the world market in December 2001 to the $5,350/metric ton ($2.43/lb) level of July 2007.

"China is now also the largest importer of ores and concentrates, and its own domestic demand has also become the world's largest," the research house says, continuing that "this solid foundation for the antimony industry has reawakened interest in antimony resources in Australia, North America, Latin America, Russia and elsewhere, and new projects are under development." In fact, Australia soon will be producing over 12,000 metric tons/year of antimony metal equivalent.

Structural changes in the antimony supply sector, which began in the late 1990s, arose with growing exports from China of antimony trioxide at the expense of antimony metal. Between 1996 and 2006, Chinese exports of antimony trioxide grew from 20,000 metric tons to 41,300 metric tons. Over the same period, U.S. production fell from 25,000 metric tons to 1,500 metric tons in 2006, a 94% drop.

Installed capacity in China should be sufficient to meet world forecast trioxide demand growth of 7%/year through 2010 and idled capacity in Europe could come into play with new antimony mine output outside of China, Roskill says. However, the analysts also believe that higher-cost operations outside of China will be required to meet future global demand, pushing spot prices upward.

As for demand, flame retardants account for 70% of primary antimony demand and 90% of antimony trioxide demand. More stringent flammability standards and safety legislation, together with increased demand for plastics and information technology-related products, will result in higher demand for flame-retardants. World demand for antimony trioxide in this market is forecast to rise by 7.5% annually from an estimated 106,000 metric tons in 2004 to 152,000 metric tons by 2009.

Catalysts used to make polyethylene terephthalate (PET) plastic resins provide a further area of growth for antimony trioxide, says Roskill, especially in new industrializing countries where markets for PET containers for carbonated soft drinks, beer and mineral water are less mature. For example, Asian demand for bottle-grade PET is forecast to grow at over 10%/year to the end of this decade.

[+/-] : China's antimony ingot prices surge to $5600/mt FOB

China's antimony ingot prices have surged to around $5,500-5,600/mt FOB China, led by prolonged tight supplies to the export markets, according to industry sources Tuesday. Prices were at $5,400-5,500/mt FOB China in late July and were at around $5,200-5,300/mt FOB China in June.

An official from Beijing Antaike, the state-run nonferrous information provider, told Platts: "Spot deals are said to be done at $5,600/mt FOB China. Chinese supplies for exports remain tight as some producers in Hunan region had cut down production earlier."

According to local industry sources, antimony producers in the Hunan region earlier were required to temporarily stop production due to environmental concerns. Only those larger-scale producers who met the environmental standards set by the local government were allowed to continue production. China's Hunan province is rich in antimony reserves.

The Antaike source added: "Antimony producers in Hunan region are undergoing consolidation, while some producers have just resumed their output. The situation continues to slow export activity as it normally takes half a month to one month to ship the material to overseas consumers."

He, however, expected that prices were "very unlikely to have much room to move up further as it would be too high for overseas consumers."

He added that domestic prices for antimony ingot and antimony trioxide were now quoted at around Yuan 41,000 ($5,406)/mt and Yuan 38,000/mt, respectively.

One Hong Kong-based trader agreed that spot material was recently sold at around $5,600/mt FOB China. "Antimony ingot prices are higher but there is a lack of trade activity as it's difficult to get the spot material for exports," he said.

Meanwhile, an official from Yunnan Muli Antimony Mine said the company is at present offering antimony trioxide at Yuan 38,000/mt ex-plant. "Domestic prices are steady so far," he said. The official added that the company aims to produce 6,000 mt/year of antimony trioxide in 2007.

HONG KONG: Inflation in China expanded at the fastest pace in a decade last month, the government said Monday, prompting renewed concern about whether price increases would spread more widely in China and abroad.

Government figures showed steeply rising food prices pushed inflation to an annual rate of 5.6 percent last month, pushing the index past its peak of 5.3 percent in July and in August 2004, when Beijing responded by imposing sometimes drastic administrative restrictions to slow what appeared then to be an overheating economy.

Local officials were jailed then for allowing large projects to proceed without central government approval, price controls were introduced for a variety of government services like water and thousands of workers were mobilized for emergency projects to expand the country's overburdened ports.

But Beijing's response to higher prices this year has been more subdued, because the increases have been largely confined so far to food.

The government has gradually pushed up interest rates and raised the proportion of assets that banks must keep as reserves with the central bank, but has refrained from trying to shock the economy into a slower pace of growth through sharp interest rate increases or severe administrative controls.

Led by pork and other meats, consumer prices for food were up 15.4 percent in July from a year ago, pinching unskilled workers and other low-income city dwellers, to the alarm of top Chinese officials.

Floods in southern China have hurt crops in this region. Grain prices have been rising globally because more grain is being used for ethanol production and because increasingly affluent people in developing countries are buying more grain-fed livestock and poultry. Large numbers of pigs have been dying from diseases, driving up pork prices.

Prime Minister Wen Jiabao visited the Beijing wholesale food market on Aug. 4 and called for local governments across the country to check on food supply lines from farms and to subsidize poor families to help them afford to keep food on their tables.

"The supply line for daily necessities should not be disrupted," Wen said, according to Xinhua press agency.

The Chinese government is now paying much greater attention to food safety, following scandals like the contaminated pet food that killed cats and dogs in the United States. But experts doubt that the increased emphasis on safety is causing inflation now.

"New food-safety rules may have an indirect, long-term effect on food prices, but have little impact on the price increases we are seeing now," said Jing Ulrich, the chairman of China equities at JPMorgan.

Higher food prices have a silver lining for China's leaders: When prices reflect greater demand for food, as opposed to flood damage or dying pigs, the price increases mean more income for China's 800 million peasants.

President Hu Jintao has made it a top priority to increase farm incomes and reduce income inequality between rural and urban areas; when Wen visited the Beijing market, he was careful to avoid criticizing farmers and did not accuse them of price gouging, although he did caution against hoarding and speculation in general.

The real mystery involves why inflation is largely confined to food. Excluding food, consumer prices were up nine-tenths of a percent last month from a year earlier, roughly the same increase as in June.

Economists are divided and to some extent perplexed by how well inflation has been contained in the rest of the economy. Some predict that prices will start rising soon for a broader range of goods and services, warning that the economy may have reached an unsustainable rate of growth when it expanded 11.9 percent in the second quarter.

By comparison, growth of 9.6 percent in the second quarter of 2004 triggered a broad acceleration of inflation then. Ships had to wait as long as a month to unload supplies of critical industrial commodities like iron ore for steel production, driving up costs that producers then passed on to consumers. Railroads were unable to clear docks of cargo, which piled up at ports like Qingdao.

China has engaged in a frenzy of spending since then on new ports, railroads, highways, pipelines and other infrastructure - so much that some economists contend that the sheer scale of the spending has been wasteful and many unnecessary projects have been completed. But China has avoided so far the inflationary bottlenecks that briefly threatened to overwhelm it in 2004, even as growth has accelerated to a considerably faster pace.

Some economists worry that broader inflation is coming to China but has not arrived yet. They point to a brisk expansion in the money supply last month, and suggest that too much money may be chasing too few goods, soon leading to broader rises in the consumer price index.

BEIJING (Asian Metal) 23 Jul 07 – Indium market is stable this week, with most participants watching the market. The prices of indium 99.99%min are at RMB4,100-4,400/kg (USD542-582/kg) and USD600-640/kg for domestic sales and exports respectively in China, unchanged compared with last week.

The price of indium 99%min is at RMB3,300-3,500/kg (USD437-463/kg) VAT included this week, stable compared with that last week. Many crude indium smelters halted production for months, holding their stockpiles for higher prices. In combination of reluctance to sell and low demand for crude indium, there are not many conclusions in the spot market.

Refined indium smelters are trapped with low demand from foreign buyers, especially Japanese ITO manufacturers. Because Japanese consumers shift their purchases to South Korea, Canada and other regions, reducing demand from Chinese spot market. Only long-term contract supply is going on, with a little indium contracted to Japan in the spot market.

Japanese ITO manufacturers depend on long-term contracts, recycled indium and inventories to meet their demand, seldom buying indium from the spot market. Therefore, market players believe that the indium market may have to wait its chance to go up until next year.

The price of indium 99.99%min is stable at USD660-700/kg in Europe, with many sources putting that the market may lose its chance to rebound within this year. Although the price is stable, there is not much business going, especially during the summer vacation.

[+/-] : Hunnan Nonferrous raises $154.81 mln from share placement

Hong Kong-listed Hunan Nonferrous Metals Corporation Ltd. intends to raise a total of HKD 1.21 billion($154.81 million) through a share placement on the Hong Kong Stock Exchange, according to a company announcement released on Tuesday.

According to the announcement, Hunan Nonferrous will issue 272.12million H-shares at a per-share-price of HKD 4.93 ($0.63), increasing the total number of company H-shares by approximately 20 percent.

The shares to be issued include 247.38 million new H-shares and 24.74million H-shares, converted from the same number of domestic state-owned shares, through the National Social Security Fund Council of China, according to the announcement.

"The share placement was completed by the close of trade yesterday," a Hunan Nonferrous general affairs department official, surnamed Xu, said today.

"The fund raised from the placement will be used to finance several overseas mining rights acquisitions concerning lead, zinc, tungsten and antimony," Xu said.

However, he declined to comment on any acquisition plan details. Hunan Nonferrous suspended stock trading on July 10 and resumed trading yesterday.

Hunan Nonferrous is China's largest comprehensive base metals producer and owns the world's largest tungsten and antimony mines

BEIJING (Asian Meta) 5 Jul 07 – In the passed weekend, most Hunan antimony mines and metal productions have been shut down due to the environmental reason. Some suppliers raised the offers in the domestic market; however, European market participants told Asian Metal that the suppliers are not offering material in Europe now.
A UK trader claimed that he received an offer of 99.65%min standard grade two antimony ingot at USD4,950/t CIF Rotterdam, but the offer was no longer available this Monday, and he had not received any offer of antimony since then.
The source thinks the price now, at around USD5,000-5,100/t CIF Rotterdam, in Europe is not accepted by both consumers and suppliers that consumers are waiting for lower prices and consumers want to sell at higher prices. However, when the demand is as slow as now, the change in supply does not make any difference. “Market will remain quiet.”
An official from a German antimony trioxide consumer is trying to get quotations from his suppliers but find that “the Chinese are reluctant to give an offer now.” He also read the news about what happened in Hunan and he thinks Chinese suppliers are waiting for more news for them to raise the price to the level they desires which is a little difficult, because the consumers are not cooperative.
The official thinks that the price of antimony will only rise when the production will be halt for a long time.
In the past years, there is one news followed another about antimony production or Chinese policies and the Chinese raised the prices each time after the news were released. However, the market is build up on both supply and demand. When there is enough supply and little demand, price will not change easily.
Antimony trioxide price remains at around USD4,650-4,700/t CIF Rotterdam for 99.5%min standard material, but demand is also very slow.

Technical effects were moving the market in various base metals Tuesday morning, according to a London trade source, who saw lead falling back slightly after its strong rise Monday. Lead was bid at $2,770/mt as of 0831 GMT, down from its previous close of $2,780/mt, but this followed a rise of $122/mt between Friday and Monday closes. Commenting on Tuesday morning's activity, he suggested a bit of profit taking was occurring, and also suggested a psychological motivator: "It's not natural for lead to be above aluminium in price." He also noted that lead's volatility was a draw for funds, which needed the volatility to make money. Nevertheless, aluminium remained below lead, bid at $2,755/mt as of 0831 GMT, slightly off from its $2,757/mt previous close. Copper, too, was being driven by what looked like technical forces, said the trade source. Copper was bid at $7,745/mt at 0831 GMT, above its previous close of $7,710/mt.

The trade source saw copper as a battleground between "two opposing forces, one long and one short", and commented: "Yesterday, the bulls won," prompting some short covering. Meanwhile, he noted, zinc, which went up Monday "on the back of copper," had fallen back on Tuesday morning to be bid at $3,450/mt compared with a previous close of $3,460/mt, which he attributed to profit taking. He predicted: "Technical people are running the day today." He also suggested that new money had come into the market, possibly prompted by the end of quarter-end book-squaring. North American alloy was being bid at $2,200/mt in premarket activity, seemingly attempting a higher level than its last bid of $2,215/mt on Monday, when the contract closed untraded. Meanwhile, the aluminium alloy contract was showing no bids and no offers, as of 0831 GMT. The contract closed untraded on Monday last bid at $2,190/mt.

Bids for tin have been settling slightly lower in Tuesday morning premarket activity, at $13,900/mt as of 0729 GMT, and $13,875/mt as of 0831 GMT, compared to a Monday close of $13,925/mt. Yet small moves seem in keeping with the metal's behavior, which saw tin rise $75 in the course of Monday, despite the more positive rises seen in other base metals. By contrast, nickel has been trading more definitely -- both up and down. As of 0831 GMT, the metal was bid at $36,000/mt, up from the previous close of $35,900/mt, but down intraday from earlier premarket activity which saw bids of $36,550/mt.

In accordance with regulations of the Public Bidding Measures on Quota of Export Commodities and Detailed Implementation Regulations of Public Bidding on Industry Products Export Quota, related issues on export quota of industrial products of the second public bidding in 2007 are now announced as follows:

1. Commodity
Light and heavy burned magnesium, fluorite, talc, bauxite, carborundum, liquorice and liquorice products (please refer to appendix 1 for specific commodity tariff code).
2. Time for pubic bidding
As from May 2007, Ministry of Commerce committee of export commodity quota tendering will launch the second public bidding on export quota of above commodities. The announcement on the bidding will be release on International Business Daily, website of Ministry of Commerce and website of China International Electronic Commerce.
3. Examination and approval procedures of the second public bidding in 2007
Please refer to Announcement No.84, 2006 of Ministry of Commerce for standards on qualifications of bidding enterprises of the second public bidding of light and heavy burned magnesium, fluorite, talc, bauxite, carborundum, liquorice and liquorice products.
(1). Preliminary examination;
Departments of all provinces, autonomous regions, municipalities, cities specially designated in the state plan and Xinjiang Production and Construction Corps are in charge of the preliminary examination of the local enterprises; China Chamber of Commerce of Metals Minerals & Chemicals Importers & Exporters and China Chamber of Commerce for Import & Export of Medicines & Health Products (hereinafter referred to as “bidding office”) are in charge of preliminary examination of enterprises directly under administration of the central government;
Enterprises with export and supplying performance of above commodities may apply for the preliminary examination;
Departments of commercial administration and bidding offices shall examine and approve in line with related regulations.
(2). Review
Related bidding offices are responsible for review of bidding enterprises;
Local departments of commercial administration shall inform enterprises that pass the preliminary examination to put forward related date and materials to bidding offices;
Bidding offices shall report the result of review to tendering committee before May 18, 2007;
Tendering committee shall examine and approve above materials for review and release announcement.

Catalogue of Commodities Subject to Export License in 2006 (see Appendix 1) is hereby promulgated in accordance with Foreign Trade Law of the People’s Republic of China and Management Regulations for Commodity Import & Export of the People’s Republic of China and relative issues are announced as follows:
1. There are 46 commodities subject to export license in 2006 (312 HS codes of 8 places). They are separately subject to export quota license, tender of export quota and export license.
(1) Commodities subject to export quota license are: corn, rice, wheat, cotton, wood products, live ox (to Hong Kong and Macau), live pig (to Hong Kong and Macau), live chicken (to Hong Kong and Macau), natural silk and its products, coal, coke, crude oil, finished oil, rare-earth metal, antimony oxide ore, antimony (including antimony alloy) and antimony products, antimony oxide, tungsten ore, Ammonium Paratungstate, Ammonium metatungstate, Tungsten Trioxide and Blue Tungsten Oxide, Tungstic acid and salt, tungsten powder and its products, Zinc ores, Tin ores, tin and tin-base alloy, and white silver.
(2) Commodities subject to tender of export quota are: Iris and its products, Silicon carbide, Fluorite Block (powder), talc lumps (powder), Light-burned (dead burned) magnesia, alumina, licorice root and its products.
(3) Commodities subject to export license are: live ox (to the market outside Hong Kong and Macau), live pig (to the market outside Hong Kong and Macau), live chicken (to the market outside Hong Kong and Macau), beef, pork, chicken, ozone depleting substance, controlled chemicals, chemicals liable to producing drugs, paraffin wax, platinum (export in the form of processing trade), zine and zine-base alloy, electronic computer, electric fan, bicycle, motorcycle (including all terrain vehicle) and its engine and frame. Among them, controlled chemicals and chemicals liable to producing drugs will be subject to export & export license for dual-purpose biological products and technique, and will be managed in accordance with new measures after the promulgation of Measures on Management of Import & Export License for Dual-purpose Biological Products and Technique.
2. Except the live ox, live pig and live chicken exported to Hong Kong and Macau are subject to country (region) quota license under global license, other exported commodities listed in the catalogue of commodities under export license are subject to global export license.
3. National trade management is put into practice to corn, rice, coal, crude oil, finished oil, cotton, antimony oxide ore, antimony (including antimony alloy) and antimony products, antimony oxide, tungsten ore, Ammonium Paratungstate and Ammonium metatungstate, Tungsten Trioxide and Blue Tungsten Oxide, Tungstic acid and salt, tungsten powder and its products, and white silver.
4. As for the commodities subject to the tender of export quota, no matter what kind of trade form, all authorized license-issuing organs should issue export license by the name list of the enterprises winning the tender and the quantity they have won delivered by the Ministry of Commerce and Certificate of Export License for Applying For the Quota Tender Commodities issued by Tender Office.
5. Other adobe clay under item alumina (HS code 2508400000) is subject to export quota license as of June 1, 2006.
6. Tea export quota license will be cancelled as of January 1, 2006.
7. Following commodities exported in the form of processing trade should be handled in accordance with following rules:
(1) Exporting commodities subject to export quota license in the form of processing trade (except for those stipulated in Section (2), ( 3), (4), (5) of this Article), license-issuing organs should approve and issue export license by export quota, Approval Certificate for Processing Trade Business and the export contract (copy of the original).
(2) For importing raw materials used for producing platinum to process re-exported platinum (platinum or white gold), license-issuing organs should approve and issue export license by Approval Certificate for Processing Trade Business of the competent commercial administration in the area where the operation enterprise made its registration, import declaration form of the customs for processing trade and the export contract (copy of the original).
(3) For importing crude oil to process re-exported paraffin wax, importing silver-bearing commodities (except for aluminium powder, unwrought silver and silver semi-products) to process re-exported silver, and exporting zinc and zinc-base alloy in the form of processing trade, license-issuing organs should approve and issue the license by Approval Certificate for Processing Trade Business of the provincial competent commercial administration in the area where the operation enterprise made its registration, import declaration form of the customs for processing trade, export contract (copy of the original). Among them, the Approval Certificate for Processing Trade Business for silver is approved and issued by the approval document of the Ministry of Commerce, the license-issuing organs should also examine the approval document of the Ministry of Commerce.
(4) For importing licorice root and its products in the form of processing trade, the license-issuing organs should approve and issue export license by Approval Certificate for Processing Trade Business of the provincial competent commercial administration in the area where the operation enterprise made its registration, Certificate of Applying for Export License for Commodities of Processing Trade of China Chamber of Commerce of Medicines & Health Products Importers and Exporters, import declaration form of the customs for processing trade and the export contract (copy of the original).
(5) Importing crude oil to process re-exported finished oil is excused from obtaining export license.
(6) The expiry date of the export license in terms of Section 2, 3 and 4 of this Article should be issued in accordance with the target date for export ratified by Approval Certificate for Processing Trade Business. If the target date for export ratified by Approval Certificate for Processing Trade Business exceeds the end of February of next year, the expiry date of the export license should be issued to the end of February of next year. The enterprise should apply for going through extension formalities before the end of February and the license-issuing organ should approve and issue export license in accordance with the target date for export in Approval Certificate for Processing Trade Business.
8. According to the spirit of Circular of the State Council on Relative Issues About Frontier Trade (No. 2[1996]), the enterprises for border petty trade items still handle export license in the license-issuing organs authorized by the Ministry of Commerce in accordance with current regulations for all commodities subject to export quota tender, ozone layer depleting substance, controlled chemicals, chemicals liable to producing drugs and motorcycle (including all terrain vehicle) and its engine, frame. If the enterprises for frontier petty trade items export the commodities subject to export license for frontier petty items (from item 1st to 23rd in Appendix 2), the export license is approved and issued by the competent commercial administrations of border province or autonomous regions authorized by the Ministry of Commerce in accordance with the export quota for Fortier petty trade items delivered by the Ministry of Commerce. The enterprises for frontier petty trade items export all other commodities listed in the Catalogue of Commodities Subject to Export License in 2006 except for the commodities in terms of this article are excused from obtaining export license.
9. For the purposes of ensuring the implementation of import and export license, to the commodities that are not subject to “one lot one license”, the license-issuing organs should note “non one lot one license” in the “remarks” column of the license while issuing export license.
The commodities subject to “non one lot one license” are:
(1) Commodities exported by foreign invested enterprise;
(2) Commodities exported in the form of processing trade;
(3) Commodities exported under the item of compensatory trade;
(4) Rice, corn, wheat, live ox, live pig, live chicken, beef, pork, chicken, crude oil, finished oil and coal.
The export license of “non one lot one license” may be declare many times at the same customs, but should not exceed 12 times. After declaring 12 times at the customs, the customs should stop accepting the declaration even if there is balance amount in the export license.
10. The samples of controlled chemicals, chemicals liable to producing drugs and ozone layer depleting substance for advertisement should be exported by export license.
11. Announcement will be published later about the commodities relating to textile catalogue subject to export license.
12. The products in this catalogue provided by our government under the item of aid to the foreign countries (except for controlled chemicals and chemicals liable to producing drugs) are not brought into the management of quota and license.
This catalogue shall go into effect on January 1, 2006. Catalogue of Commodities Subject to Export License in 2005 shall be nullified simultaneously.

For the purposes of doing well the works of issuing export license, 2006 License-issuing Catalogue in Grades of Export License is hereby promulgated in accordance with Announcement No. 85 2005 of Ministry of Commerce and the General Administration of the Customs, 2006 Catalogue of Goods Subject to Export License and relative issues are announced as follows:

1. There are 46 goods subject to export license in 2006 (312 HS codes of 8 places). Among them, 6 are subject to the license issued by Quota License Affairs Bureau (License Bureau in short below), 32 are subject to the license issued by all local commissioner offices (commissioner office in short below), 8 are subject to the license issued by all local foreign economic and trade commission (department, bureau), commercial department (bureau) (local license-issuing organs in short below) (see Appendix for details).

2. For the purposes of safeguarding regular business order, the license for some exported goods are issued by appointed license-issuing organs or managed by assigned export clearance ports. When exporting these goods, all enterprises for export should apply for export license to the assigned license-issuing organs, make export declaration at the assigned port, and the assigned license-issuing organs should issue export license according to the assigned port.

(1) The Customs of Huangpu, Beihai and Tianjin are assigned to be export clearance ports for antimony (including antimony oxide ore, antimony oxide, antimony (including antimony alloy) and antimony products);

(2) The export license for light-burned (dead burned) magnesia, is issued by Dalian Commissioner Office. Assign Dalian (Dayaowan, Bayuquan, Dandong and East Port), Qingdao (Qingdao Port), Tianjin (East Port and New Port), Changchun (Tumen) and Manzhouli to be export clearance ports, and relative commodity inspection certificate is handled by the Entry-Exit Inspection and Quarantine Bureau of assigned export clearance ports.

(3) The customs of Tianjin, Shanghai and Dalian are assigned to be export clearance ports for licorice root;

(4) Shanghai (the Customs of Wusong, Pudong Airport, Pu River, Baoshan, the bonded area of Outer Gaoqiao), Guangzhou (the Customs of BaiYun Airport, Xinfeng Office of Guangzhou Customs), Shenzhen (the Customs of Huanggang and Sungang), Chengdu, Chongqing, Qingdao, Tianjin (the Customs of Tianjin New Port and East Port), Dalian (Dalian Customs and Dayaowan Customs), Kunming, Wuzhou, Hangzhou are assigned to be export clearance ports for natural silk;

(5) The export licenses for live ox, live pig, live chicken, beef, pork and chicken are issued by all commissioner offices, but the licenses for live ox, live pig and live chicken in Hong Kong and Macau exported by overland freight are issued by the commissioner offices in Guangzhou and Shenzhen;

(6) Heilongjiang province appointed Dalian and Suifen River to be export clearance ports for sawn lumber exported in the form of re-export of imported log processed sawn lumber, appointed

Heilongjiang Commercial Department to issue export license.. Inner Mongolian Autonomous Region assigned Manzhouli, Erlianhot, Dalian, Tianjin and Qingdao to be export clearance ports, and assigned Commercial Office of Inner Mongolian Autonomous Region to issue export license. Xinjiang Uygur Autonomous Region assigned Alashankou, Tianjin and Shanghai to be export clearance ports and assigned Foreign Economic and Trade Department of Xinjiang Uygur Autonomous Region to issue export license.

3. Except for the rules for management of issuing export license, all license-issuing organs should issue export license for the goods subject to quota tender in accordance with the name list of the enterprises winning the tender and the quantity they won published by the Ministry of Commerce and the Certificate of Applying For Export License of Quota Tender Goods issued by the tender offices concerned.

4. As for the re-export of imported log processed sawn lumber, the export license should be applied for by the experimental enterprises that have business qualifications to the license-issuing organs assigned in Article 2 (6) by Export Certificate for Imported Log-Processed Sawn Lumber in accordance with the provisions of Experimental Measures on Re-export of Imported Log Processed Sawn Lumber promulgated jointly by the Ministry of Commerce and the General Administration of the Customs, "processed sawn lumber from imported log" must be noted in the remarks column of the license.

5. The controlled chemicals and chemicals liable to producing drugs should be handled in accordance with Measures on Management of Import & Export License for Dual-purpose Biological Products and Technique, the license is issued by License Bureau for Central managed enterprises in Beijing to export controlled chemicals and chemicals liable to producing drugs and the goods listed in this Catalogue (Except for those that have special stipulations in this Catalogue). Central Managed enterprises outside Beijing export the goods subject to the license issued by License Bureau or its assigned license-issuing organs should follow its rules. The export licenses for other goods should be issued separately by localization commissioner office and local license-issuing organs in accordance with the license-issuing range stipulated in this Catalogue.

6. The export license for processing trade and frontier petty trade should be issued in accordance with the provisions of Announcement No. 85, 2005 delivered jointly by Ministry of Commerce and the General Administration of the Customs.

7. For the purposes of ensuring the implementation of canceling import & export license after verification through internet, license-issuing organs must note "non one lot one license" in the "remarks" column of the license for the goods that are not subject to "one lot one license" while issuing export license.

8. License-issuing organs must examine, approve and issue export license strictly in accordance with relative provisions of Measures on Management of Export License for Commodities, Measures on Management of Import & Export License for Dual-purpose Biological Products and Technique, 2006 Catalogue of Goods Subject to Export License and Specifications of Applying for and Issuing Export License.

9. Temporary export licenses for the textiles listed in Temporary Managed Commodity Catalogue of Textiles Exported to European Union and Temporary Managed Commodity Catalogue of Textiles Exported to the United States are examined, approved and issued by local competent commercial administrations and license-issuing organs in accordance with related provisions of the Specifications of Applying for and Issuing Temporary Textile Export License.

This Circular shall go into effect on January 1, 2006. License-Issuing Catalogue in Grades for Commodities Subject to Export License in 2005 shall be nullified simultaneously.

[+/-] : Lead market seen in 111,000-ton deficit in January-April

The global lead market recorded a deficit of 111,000 metric tons during the first four months of 2007, compared with a surplus of 44,000 tons in the same period a year earlier, the World Bureau of Metal Statistics said Wednesday.

Reported stocks fell by 1,000 tons during the quarter to 277,000 tons. LME stocks rose by 9,000 tons during April and stood at 42,500 tons at the end of the month.

No allowance is made in the consumption calculation for unreported stock changes.

Lead mine production was 1.332 tons with Chinese output dominating the global supply. Refined production from both primary and secondary sources was down 1% from the equivalent figure recorded a year earlier.

Global demand for lead was at 2.738 million tons, about 5% higher than the first four months of 2006, with increases recorded in many parts of Asia, WBMS said.

China consumed 785,000 tons of lead in January to April, reaching a new monthly high in April of 213,000 tons.

In April, refined lead production was 702,000 tons and consumption was 710,500 tons

[+/-] : Chinese lead smelters cut output on ore shortages

Chinese lead smelters are cutting production because of high prices of imported concentrate and reduced exports of refined lead due to a new tax, industry sources said on Friday.

Lower Chinese output might double local lead prices in two years and could further drive up world prices of the metal, used by battery makers, to surpass aluminium and zinc prices.

"Some 600,000 tonnes of capacity is not used currently," Tang Chenghe, chairman of Anyang Yubei Gold and Lead, said late on Thursday.

"In the next two years, lead prices reaching 30,000 yuan (RM13,579) is no longer a dream," he said.

World prices hit a peak of US$2,550 (RM8,797) a tonne on Thursday, reflecting worries over low Chinese exports.

High world lead prices were raising Chinese smelters' costs of imported concentrate and spurring them to cut imports, smelter sources said.

Lead smelters' production costs could reach about 20,000 yuan a tonne if the metal was produced by imported concentrate, based on world lead prices of US$2,470 on Friday.

Spot primary refined lead traded at about 17,600 yuan a tonne in Shanghai. Many Chinese smelters relied on imported concentrate as China produced less than 30% of its ore requirements.

"(Some) smelters are going to close. The situation is getting serious," said a trader at Yuguang Gold and Lead Co, which is the top lead producer in China.

"(World) lead prices are crazy. It could rise over aluminium and zinc," he predicted.

Yuguang in the central Henan province might be forced to close one of three 100,000-tonne-a-year smelting systems in the second half if supply of concentrate did not improve soon, he said.

Yuguang had virtually stopped exports of lead in June due to the new tax, the trader said. It exported some 4,000 tonnes in May.

China's exports might fall in half in June from May, he predicted. Exports fell 21.9% from a year earlier to 42,991 tonnes in May, official data released on Friday showed.

Beijing from June 1 imposed the 10% tax on exports of lead to cool investment in the energy-intensive sector and help trim the country's huge trade surplus.

A trade division manager at Xinling Lead Co in Henan said many smelters in the province, including Xinling's 100,000-tonne-a-year plant, were operating 20 to 30% below capacity since early this month.

The province produced about 400,000 tonnes of primary lead a year.

Tang said Anyang Yubei, also in Henan, would reduce imports of lead concentrate in July to September and slow down metal production.

Traders said reduced imports of lead concentrate from China had driven up spot processing fees paid by overseas sellers to Chinese smelters to about $120 a tonne versus $50 to $60 under 2007 contracts.

But spot fees were still too low to attract Chinese smelters' imports. –

[+/-] : LME lead hits fresh record high

London Metal Exchange lead jumped 6% to hit a fresh record of $2,710 a metric ton Monday, driven by short-covering and momentum buying, with expectations for further price rises this week ahead of the third quarter-end, market participants said.

"There's been no fundamental news to trigger this push but I expect prices to continue higher through this week as investors position themselves ahead of the quarter-end," one London based broker said. The third quarter of fiscal year 2007 ends June 30.

The price rise is attributed to a combination of illiquid market conditions, concerns China will decrease exports because of concentrate unavailability, and supply-side issues including shipments from Ivernia's Magellan lead mine in Western Australia, which are halted until mid-August, analysts said.

Adding to price support are concerns of the impact a 10% Chinese export tax will have on supplies.

"The bulls are out in force for lead...reflecting market concerns that Chinese exports are about the dry up," said Kevin Norrish of Barclays Capital.

Unlike other metals such as nickel, worries over demand destruction hasn't been a major factor for lead.

The LME broker said a push towards $3,000/ton is "not impossible" with more strength expected overnight and into the week.

However, analysts also raised concerns lead prices have become "dangerous" at current record levels, with the possibility for a major correction once supplies resume from Magellan.

Lead's price strength also spilled over into nickel and the rest of the base metals complex, lifting copper and zinc from session lows.

Nickel jumped on the back of a major drawdown in LME inventories as well as technical-related buying, said Robin Bhar of UBS. LME data Monday showed a drawdown in nickel stocks by 480 tons to 8,550 tons. Other analysts added, however, that nickel prices are likely to remain skewed to the downside in light of weakening stainless steel activity in Europe and the U.S.

Three-month copper pushed off earlier session lows to trade near $7,400/ton, boosted by short-covering.

Concerns China might import less copper in coming months as it digests the large volumes imported in the first quarter is weighing on prices, but supply-side concerns continue to provide underlying price support leaving prices rangebound for the near-term.

A strike at Southern Copper Corp.'s Cuajone and Toquepala mines and its Ilo smelter and refinery in Peru continued Monday.

Meanwhile, Chile's Codelco said contingency plans are in place ahead of a potential strike by its contract workers. An ongoing strike at Xstrata PLC's Canadian Copper Refinery near Montreal, with an annual output of 370,000 tons, forced the company to declare force majeure last week.

And workers at Chile's Collahuasi are also likely to go on strike with a vote due June 28.

[+/-] : Oceanic report: Rampant exploitation ruining China's islands

BEIJING, June 28 (Xinhua) -- Unchecked exploitation and illegal trade are damaging the ecosystems of China's islands and have even caused some to disappear, the country's oceanic administrator has revealed.

"Rampant stone quarrying and rubbish dumping have accelerated the deterioration of island ecosystems and construction-oriented land reclamation has caused some precious islands disappear," said a circular issued by the State Oceanic Administration (SOA).

"One construction project often eliminates several islands at a time, or even dozens."

The circular attributed rampant exploitation of island resources to China's "surging economy and tight land supply".

"Some quarry from the islands construction materials such as stone and sand, and others use explosives to flatten large areas of ground for storage," an SOA official who asked not to be identified told Xinhua on Thursday.

Such activities had a detrimental impact on the vegetation and ecology of animals on some islands and "introduced exotic species into the ecosystem", the official said.

China has no existing regulations or laws to rein in exploitation of uninhabited islands.

"Things are worst in islands off eastern Zhejiang, Shandong and Hebei provinces," the official said, refusing to provide further details.

Without official surveys, the exact number of Chinese islands suffering from such ecological disasters was still unknown.

China boasts tens of thousands of islands along its 18,000-kilometer coastline, including more than 6,500 islands with an area greater than 500square meters, according to the SOA.

Noting the deteriorating ecosystem of the islands, China's State Council, the central government, has stepped up legislation, and planning, construction and protection measures for islands.

"Priority will be given to protection, and exploration will be strictly controlled." said the official.

The SOA, Ministry of Land and Resources and the State Development and Reform Commission will establish a leadership team to supervise the work.

Regulations on island protection and development prepared by the SOA will take shape in the next one or two years, according to the State Council.

"One World, One Dream" - for decades to come these four simple words will be unmistakably linked to the 2008 Olympic Games.

And they were first uttered in their role as official slogan of the 2008 Games in the capital yesterday.

"'One World, One Dream,' is an embodiment of the wisdom of hundreds of thousands of people," Liu Qi, president of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), said in his address.

"It is a slogan that conveys the lofty ideal of people in Beijing as well as in China to share the global community and civilization and to create a bright future hand in hand with people from the rest of the world.

"It expresses the firm belief of a great nation, with a long history of 5,000 years and on its way towards modernization, that is committed to peaceful development, a harmonious society and people's happiness," Liu said.

Said IOC President Jacques Rogge in a letter to the BOCOG on hearing of the slogan: "The Olympic Games are unique in their ability to attract the world's attention, using sport to promote peace and understanding.

"The IOC is delighted that BOCOG's slogan for the 2008 Olympic Games has captured that Olympic spirit."

"The slogan sounds very good," said an Italian journalist covering the ceremony. "It conveys the wish of Chinese people to join the world."

"Although the slogan is simple, it has rich meaning," said another spectator. "It shows the significance of friendship. Since the Olympic Games is a world sports gala, it builds deeper friendship among all nations."

The new slogan shifted the focus from the city itself to the three concepts of the 2008 Games Green Olympics, High-tech Olympics and People's Olympics and the universal values of the Olympic movement.

Official interpretation of the slogan

"One World One Dream" fully reflects the essence and the universal values of the Olympic spirit - Unity, Friendship, Progress, Harmony, Participation and Dream. It expresses the common wishes of people all over the world, inspired by the Olympic ideals, to strive for a bright future of mankind. In spite of the differences of colour, language and race, we share the charm and joy of the Olympic Games, and together we seek the ideal of mankind for peace. The English translation of the slogan is distinctive in sentence structure. The two "one"s are perfectly used in parallel, and the words "World"and "Dream" form a good match. The slogan is simple, meaningful, inspiring, and easy to remember, read and spread.

In Chinese, the word "tongyi", which means "the same", is used for the English word "One". It highlights the theme that "all Mankind lives in the same world and seeks for the same dream and ideal".
